From personal experience, using paper towels to wash your face is not a good idea. Paper towels are made for absorbancy, whereas cotton balls or pads are ideal for light cleansing. If you absolutely must use paper towels because you have nothing else in stock at the house, then I would say it's alright for a one-time deal. Definitely do not make a habit out of it though.
