I use toner everyday and I never rinse. I have never felt a ';sticky film'; either. Maybe the toner is just not the right kind for your skin type.
umm..i don't think you're suppose to rinse it...., i've never done that anyways..i think the film that it leaves is suppose to help...it eventually goes away after drying....but i wouldn't rinse it if i were you....

There you go then, you just answered your own question. Maybe the type you have bought is not necessarily compatible with your skin type. You wouldn't normally have to rinse your toner off.

after you tone, you do NOT rinse with water. the film is the stuff thats suppose to be good, and its the whole point of the toner. the stickyness should be gone once it drys completly. but if the directions say to risnse it off, rinse it off. but thats not what you do with toner.

Most toners is not to be rinsed off. Rather it is to help tighten the pores and clear dead skin cells. Maybe wait till toner dries before putting on your moisturizer. Or after you cleanse pat the skin dry before putting on the toner to see if that might be the problems. Just read the direction on the bottle to see how your toner is supposed to be apply.
are there directions on the bottle maybe?
