When applying Proactive solution do you apply the toner on dry skin or damp skin?

For example I wash my face then pat dry and then apply the toner. Or wash my face then pat dry and wait for my face to completely dry and then apply toner? You use it on dry skin. Also about the stinging, if it onky stings a little that's normal but if it's unbereable then you may be allergic. If you have to wait for it to dry then you may be using too much. BTW, you don't have to wait till your face is completely dry to apply the lotion.
