You use it after you have cleansed. It refreshes the skin and removes traces of dirt and cream from your cleanser. However, I have been told that a splash of water does a better job than toner. Toner contains mostly water anyway and some chemicals. Why put chemicals on your clean skin!! No real benefit. It might smell nice but again - chemicals.
Dont use Purpose, I didnt like it at all because it dried out my skin. Use Neutrogena Alcohol Free Toner. Its the best and it doesnt dry out my skin at all. And its really cheap! Find it at ur local drugstore.
It restores the Ph Balance on your skin.
